2017年1月16号烈志文学校局刚公布了Richmond The code of conducts （烈志文学校行为守则）的草议案由几位学务委员投票通过。

在现行的行为守则里，用字简单明了，使学生清楚明白什么可以做，什么不可以做，但是在草案中，使用了大量模棱两可的字眼，以及一些政治用语和法律用语，令其表达的意思非常隐畮，充满陷阱。这是我们关注的地方，希望可以抽丝剥茧，戳穿其隐藏的阴谋。

其中例子之一是：

在草案中，Respect For Human Rights 部分，School counselors will be informed and knowledgeable about the expectations pertaining to human rights, sexual orientation, gender identity and expression ( SOGI ) , discrimination, bullying cultural diversity and harassment.

这是否暗示将来教职人员都要学习SOGI 课程？学生也要学习？学生有否选择的权利？这又是否意味着，将来如果学童不肯或者不会用特别的名词来称呼那些变性学生，就会被报告？被视为歧视？

例子2 ：

在Respect of Ethical and Legal Guidelines 部分，Allegations of inappropriate language, behaviour or discrimination will be reported to the teachers ....

这又是否意味着，将来如果学童不肯或者不会用特别的名词来称呼那些变性学生，就会被报告？被视为歧视？

例子3:

• respect the non-smoking nature of district schools and property;

• not be in possession of weapons, dangerous articles, alcohol, or illegal drugs while in school or at school functions.

现有守则列明各人必须尊重学校设施财物、不准校内吸烟、不准滋扰、威吓、袭击他人、禁止任何形式（包括电子媒体）等欺凌。

另外，学校区范围禁止携带毒品、酒精、危險物品、大麻這一条也被删除。

据教育厅指示，行为守则必须展示在学校当眼地点，让每个学童、员工及家长遵守，但现在发出的守则草议却把这几项从守则中删除。
