First, the following is a pretty good overview of the issue of Proposition 2.  This is an endorsement of Prop 2 with a rebuke of the school district cap...

In a nutshell, we need to pass Prop 2 because it represents a unique opportunity to reign in wasteful government spending.  It was negotiated in an environment where Dems didn't have 2/3 vote so it also shows why its important to ensure Dems don't regain the 2/3 majority.

After the legislature passed the provisions of Prop 2, sending it to the people for a vote, the governor and Dems struck a deal with union lobbyists to put a cap on any savings account at school districts -- ensuring schools spend more money which is what unions want. This is a total affront to the governor's philosophy on local control.  Senator Bob Huff opposed this measure vociferously. But it will only be triggered if prop 2 passes.

Prop 2 is too good to oppose because of this one provision.  The school district cap is not in the constitutional amendment so it can be changed in the legislature.   We are unlikely to get an opportunity like Prop 2 for a long time.  It's unfortunate that Dems have tied the two issues but it still makes sense to pass prop 2.

Also note that Howard Jarvis is endorsing prop 2... http://www.hjta.org/press-releases/pr-jarvis-taxpayers-association-issues-final-ballot-recommendations/
