SENATOR WOLK WILL AMEND A BILL OF HERS THIS WEEK THAT WILL:
PROHIBIT LANDLORDS FROM EVICTING A TENANT DUE TO THE TENANT’S NON-PAYMENT OF A WATER BILL
FORCE LANDLORDS TO PAY ALL OF THE PENALTIES ASSOCIATED WITH A TENANT’S OVER USAGE OF WATER
ALLOW TENANTS TO SUE LANDLORDS, AND CHALLENGE AND INTENTIONALLY DELAY EVICTIONS
THIS IS NOT A WATER CONSERVATION BILL; IT’S AN ANTI-LANDLORD MEASURE MEANT TO PENALIZE LANDLORDS AND EXPOSE THEM TO “DRIVE-BY” TENANTS LAW SUITS
IF YOU LIVE, WORK, OWN OR MANAGE PROPERTY IN SAN JOAQUIN, STANISLAUS, ALAMEDA OR CONTRA COSTA COUNTY;

The California Apartment Association (CAA) AND the Apartment Association of Greater Los Angeles (CAA CHAPTER) will join the tenants and conservation groups to actively support this precedent-setting anti-landlord bill that was soundly rejected last year by the Assembly Water Committee.
We wish we had a proper amount of time to lobby against this bill, or even be able to tell you the bill number, but because of the secretive and rushed nature in which the author wrote the bill and the time in which the legislature, must act on it, we are asking you to act now.
Proponents claim that this is a water conservation bill, but this could not be further from the truth. Except for the part that requires new apartments to have submeters or meters installed, the entire bill is about penalizing landlords, and letting tenants get away with not paying their bills.
How does eliminating the consequence of eviction due to non- payment encourage water conservation?
The bill creates new and easy ways for tenants to challenge landlords on evictions, maintenance standards, water billing, and collection of and water bills. Landlords will be forced to hire attorneys to initiate separate and distinct lawsuits to collect water bills from tenants. Tenants will also be given a month long grace period to pay water bills.
If you think the bill sets new anti-landlord standards, then you will call your members of the Legislature and ask them to vote NO on this super secret bill of Senator Wolk’s.
