加州民主党,奇形怪状法案供您欣赏

找了一些民主党推动的或者已经立法的可能令人反感的法案。我觉得已经太多了(2013年被否决的法案还没翻完)。需要精简。大家给点意见。如果有其他你认为更加令人反感的法案,也请指出来。

另外,这些法案只能用于对中间选民的宣传。对铁杆民主党可能适得其反。

Introduced(尚在立法程序中):
SB1439 by Leno D-San Francisco, would authorize the County of San Francisco to prohibit an owner of a residential rental building from evicting tenants if the owner of the property has not owned the building for five continuous years or more. Also prohibits a property owner from utilizing the Ellis Act on more than one property.
在三藩郡,如果房东拥有出租房不足5年,禁止房东驱逐房客。如果房东拥有多处出租房,最多只能驱逐一处出租房的房客。
AB2405 by Ammiano D-San Francisco, would cause Ellis Act proceedings if challenged by a tenant in court to take years to finalize. Would also allow a city or county to completely prohibit use of the Ellis Act by owners if the city or county has failed to identify, or make available, adequate sites to build low- and moderate-income housing to satisfy its portion of the regional housing need.
导致房东驱逐房客的诉讼成为一般性民事诉讼,需要数年才能结束。如果市、郡政府无力提供廉租房,市、郡政府可强迫房东为房客续租。

AB60 by Assemblyman Luis Alejo D-Watsonville, grants immigrants who are in the country illegally the right to a driver's license will take effect in 2015.

•AB109, increases the “good time” credits for inmates participating in programs in prison, which reduces their required sentences in some cases by 50%. The law also transferred most criminals coming out of prison from more restrictive three-year statewide supervision on parole to less restrictive county supervision called Post-Release Community Supervision (PRCS), a fancy name for probation. After the law took effect in 2011, while the national crime rate continued dropping in 2012, California crime rate increased, reversing the descending trend of the last several years. • AB353 by Assemblyman Gil Cedillo, D-Los Angeles, prohibits the impounding of vehicles at sobriety checkpoints if the only offense is the failure of the driver to be properly licensed.
在酒驾检查站,如果无照驾驶是被检查者唯一的违法行为,则警察不得扣车。
• AB 22 by Assemblyman Tony Mendoza, D-Artesia, prohibits in most cases an employer or prospective employer from using a consumer credit report for employment purposes.

SB 598 by Jerry Hill (D): would have hindered the use of cheaper versions of high-priced biotechnology drugs.

SB 649 by Mark Leno (D): would have allowed prosecutors or judges to charge simple drug possession as a misdemeanor instead of a felony.

SB 744 by Ricardo Lara (D): would have restricted local schools from expelling disruptive students.
极大限制学校驱逐捣蛋学生的能力。将捣蛋学生逐出本校转至特殊学校将必须得到家长同意。
AB 999 by Democrat Rob Bonta of Oakland, would have required the Department of Corrections and Rehabilitation to develop a five-year plan to offer condoms in all California prisons.
要求惩教及康复部制定5年计划,以在全加州所有监狱向犯人提供避孕套。(注:监狱中犯人之间的性行为是非法的)
AB 1229 by Toni Atkins, D-San Diego: would have authorized cities and counties to establish inclusionary housing requirements as a condition of development, allowing them to force developers to set aside units for low-income residents.

SB185 by Hernandez (D): would have authorized the University of California and the California State University to consider race, gender, ethnicity, and national origin, along with other relevant factors, in undergraduate and graduate admissions
SCA5的前身。允许UC和CSU在录取新生时考虑种族、性别和国籍因素。
