Cupertino市议会将于3月17日举行特别会议讨论是否通过决议致函加州立法机构反对SCA-5。如果这个决议通过，加州的科技重镇-Cupertino将成为第一个以市的名义公开反对SCA-5的城市，将具有历史性的意义并发挥重要的影响。
1）Ask: 请问周一下午的流程是啥样的？
Barry: 要溫和有禮。 會議開始是Staff report about their research on SCA-5, Then, the council members will ask questions. After staff answers all council members' questions, Cupertino Mayor will open the meeting for public comment. You need to fill out a "speaker card" before the mayor opens the meeting for public comment. The speaker card is located in the front of the council meeting table, at the right hand side when you face the council meeting table. The mayor will announce the rule for public comment and call the speakers in the order received. When the Mayor calls your name, you will walk to the center podium and make your speech. You need to finish your speech within the time limit. If you don't finish your speech within the time limit, the mayor may cut you off. It will not look good in TV. If you have a group, you can collect their speaker cards and bundle them together and request to speak under group presentation. An individual generally has 3 minutes, a group can have 10 minutes. However, if there are many speakers, the
mayor may cut the speaking time short, 2 minutes for individual and 7 minutes for group. You can ask your friends to attend the meeting or your friends in the meeting to fill the speaker cards and give the cards to you.
2) Ask: Do we need some people to maintain order? Since people may be so eager to speak?
Barry: No. You don't need to have someone there to maintain the order.
The police will be there to maintain the order. If there is disturbance, the police will remove the person causing problem. This is my fifth year on Cupertino city council, I have seen some disturbances. However, I have not seen anyone 被架出去yet. So, don't be the first one, please.
3) Ask: How should we start this speech?
Barry: 美國政治叫elected official "honorable". When you come up to the
podium, first you say "Honorable Mayor and council members, my name is so and so. I want to thank you for putting California State Constitution Amendment # 5 on your agenda....
If you are a long term Cupertino resident, please say "I am a long term Cupertino Resident for x years ...". If you are not, please skip it.
If you are a voter, please say so. Especially, if you voted every time in the past. Please remember that the whole meeting is televised. You can youtube your good presentation and broadcast it to the world .
