PROPOSITIONS

Proposition 1 – Yes

Water Quality, Supply, and Infrastructure Improvement Act of 2014

Our population has doubled since we built our current state and federal water system. This bond will help fund new above-ground storage, help capture storm-water runoff, fund groundwater cleanup, and build recycling facilities. We are in the worst drought in California’s recorded history. This bond won’t help us for this dry period, but it will help us in the future. This water bond received 100% yes vote on the Senate Floor, and only two no votes on the Assembly floor. It is that important.

 

Proposition 2 – Yes

State Budget. Budget Stabilization Account. Legislative Constitutional Amendment

Known as the “Rainy Day Fund”, this measure forces discipline upon the state government to pay down state debt, and put money aside every year to prepare for the bad years that come at least once every decade. Without being forced to put money aside, the Legislature will spend whatever they receive, and raise your taxes when they can’t afford the level of government they have built. This is a good proposition.

 

Proposition 45 – No

Healthcare Insurance. Rate Changes. Initiative Statute

This measure requires anything associated with health insurance, including rates, to be approved by the Insurance Commissioner. These rate issues are already reviewed by the state Department of Managed Health Care. Having a politician in the mix would be disastrous for health insurance in the state. There will result in more regulations, which will lead to fewer healthcare providers, which will lead to fewer options available, which will drive up costs with more mandates and less competition.

 

Proposition 46 – No

Drug and Alcohol Testing of Doctors. Medical Negligence lawsuits. Initiative Statute

This initiative raises the cap on pain and suffering damages in medical malpractice, and permits lawyers to take a much higher percentage of these awards. The drug testing is the teaser to get you to vote for more compensation for trial attorneys, the real reason this is on the ballot.  Proof of this is that 97% of the funding for the “yes” campaign is coming from the Trial Lawyers. This will drive our state medical costs even higher.

 

Proposition 47 – No

Criminal Sentences. Misdemeanor Penalties. Initiative Statute

Requires that certain crimes be punished as misdemeanors instead of felonies. Such as predators who use of date-rape drugs or those who steal guns. Opposed by most law enforcement organizations.

 

Proposition 48 – No

Indian Gaming Compacts. Referendum

The Legislature approved a gaming compact for a tribe that wants to build a casino at a site in Central Valley many miles from their reservation. A Yes vote is to agree with this pact; a no vote means you don’t like this gaming compact. If this passes, expect many other tribes to acquire property near major freeways to locate lucrative casinos.
