Is SCA-5 really about diversity?

One of the charts below is California population by ethnicity according to
US Census Bureau in 2011 (http://en.wikipedia.org/wiki/California#Racial_and_ancestral_makeup), and the other is Undergraduate Student Enrollment by Ethnicity at UCLA in the Fall of 2013 (https://www.admissions.ucla.edu/campusprofile.htm).
Not knowing which chart is for which, which one would you say has higher
level of diversity?
The moral of this story is: It's one thing to promote diversity, it's
another to favor one "kind" of diversity over another, or to promote racial
discrimination in the name of "diversity"!
