1. What are the criteria for CAS to evaluate and decide to take the kids away from his parents?

3. When the social worker from CAS requires an home interview, is it possible for the parents to require an official appointment, in the company of an interpreter and a lawyer?

5. When CAS asks for a home interview, may the parents request services from a social worker with the same culture background or at least to have one of the two social workers to be their own ethnicity?

There are some gossips saying that “CAS is operated on government funding, so CAS must keep certain amount of open cases to be eligible to obtain the money.”, “The amount of the funding that CAS could obtain is decided by the number of the children it takes away from the parents, so CAS must take the children away from their parents by any means.” - Are those true? How is CAS operated? How CAS obtains the resources? Is the number of open cases related to the resource obtainment? How much the government pays to CAS for taking a child away from his parents? How much the government pays to the foster parents for one child per month?

Or CAS will not take the kid away, but will request the parents to take the anger management class and CAS will keep interviewing the family to make sure it goes well?

How many service CAS actually provides besides child abuse? How much proportion that the cases of child abuse take in general?
23. Does CAS have any criteria to measure and evaluate the service quality that provided by the social workers, like the way they talk to the reported kids and parents? Here is a suggestion to supervise the service quality of CAS: suggest Ontario Ministry of Children and Youth Services takes a follow-up survey to the reported family after the file is closed, and use the result as one of the criteria to rate the performance of the social workers. If a bad attitude was reported, by different families, to Ontario Ministry of Children and Youth Services, it is necessary to give the punishment to that social worker based on the industrial rule.
