Questions for CAS:

1. What are the criteria for CAS to evaluate and decide to take the kids away from his parents?

2. What questionnaire that CAS uses to evaluate the parents when they interview the family in an open case? 

3. When the social worker from CAS requires an home interview, is it possible for the parents to require an official appointment, in the company of an interpreter and a lawyer?

4. The organization structure of CAS in GTA and other areas. The work load of CAS in previous three years. How many children CAS has saved every year?

5. When CAS asks for a home interview, may the parents request services from a social worker with the same culture background or at least to have one of the two social workers to be their own ethnicity?

6. There are some gossips saying that “CAS is operated on government funding, so CAS must keep certain amount of open cases to be eligible to obtain the money.”, “The amount of the funding that CAS could obtain is decided by the number of the children it takes away from the parents, so CAS must take the children away from their parents by any means.” - Are those true? How is CAS operated? How CAS obtains the resources? Is the number of open cases related to the resource obtainment? How much the government pays to CAS for taking a child away from his parents? How much the government pays to the foster parents for one child per month?

9. How CAS ensures the safety of the children, physically and mentally, during the time period that the children are under supervision of foster parents? 

10. In certain scenario, say, the parents love their kid and treat him very well in daily life, but one day they hit the child because the parents lost the control of their bad emotion. In this scenario, will the kid be taken away from his parents? Or CAS will not take the kid away, but will request the parents to take the anger management class and CAS will keep interviewing the family to make sure it goes well?

11. If someone reports a faked case, how CAS deals with that? If a school has reported faked cases for many times, what CAS will do to the school?

12. Sometimes the kid was moved very frequently from one foster parents to another. How is the child settled down by CAS plan? 

13. What CAS did to avoid the misjudge to the cases?

14. Is it possible for CAS to educate the parents whose kids in the schools that report the abusing cases, especially for those schools which have lot of new immigration families.

15. How CAS defines “Abuse”. Is there any fixed criteria or it is judged by the personal experience of the individual social worker? Does the opinion from the doctor or other professionals influence the final judgment? If yes, how much?

16. If someone kept reporting faked cases, on purpose, to CAS, how CAS deals with that after the case research for many times?

17. If the kid was taken away by CAS for some reason, what is the best way for parents to do to get their kids back from foster parents?

18. In some cases, parents burst out strong negative emotion after the kid was taken away by CAS, like being extremely angry, guilty, self-condemned, desperate, etc., and some parents even hurt themselves under the high pressure. What CAS does to help the parents prevent those negative emotions?

19. To find a solution to the case, if the kid shows his willing to forgive his parents, while on the other hand, the parents are willing to take the psychological treatments, like psychological consultation, anger management etc., to develop themselves and fix up the mistake they have made to the kid, what CAS will do?

20. In the cases that the kid was taken away from his parents, if the kid states clearly that he wants to back to his parents’ house and live with them, what CAS will do as a solution?

21. Does CAS have anything to do with the foster parents? Does CAS earn any money from the financial support obtained by the foster parents?

22. Is it true that CAS will have nothing to do if they donnot have an open case of taking kids away from their parents? Does CAS have to be shut down if they cannot obtain the governmental funding? How many service CAS actually provides besides child abuse? How much proportion that the cases of child abuse take in general?

23. Does CAS have any criteria to measure and evaluate the service quality that provided by the social workers, like the way they talk to the reported kids and parents? Here is a suggestion to supervise the service quality of CAS: suggest Ontario Ministry of Children and Youth Services takes a follow-up survey to the reported family after the file is closed, and use the result as one of the criteria to rate the performance of the social workers. If a bad attitude was reported, by different families, to Ontario Ministry of Children and Youth Services, it is necessary to give the punishment to that social worker based on the industrial rule.

24. What improvement did CAS take, after the tragedy of Ketelynn Sampson, to make sure it won’t happen again.
